I understood that you can't go over 60 players at anytime. And 53 during the regular season / playoffs.
Is this new? Yes , regular season but thought those other restrictions were reserved for only the training camp stage.
That's how it's always been - any time the roster limit is enforced it's 60/53, and the limit is enforced at TC and any game stage (whether you have a game or not). What did change was the fact that you can have all 60 players active for preseason, but that was a while ago.
