Is there any way you can make it mandatory to have an active Punter and Kicker on the roster?

If none the HC should pick one up from free agency (minimum contract, no bonus, one year deal) and cut a player if necessary

Teams shouldn't be using RT at kicker in game 4 of the season. No-one is going to play an RT at QB but lots of people do this to kick or punt
