Game planning

I tried searching the forums, but could not find anything about this, so here goes.

When the game selects the offensive play, do it choose from the "gameplan" settings first, and then the "personnel" settings? Or does it take both things into account? Does it first choose playstyle (Outside run, inside run etc.) and then formation?

The same goes for defensive playcalling, does it choose "secondary" settings and then "linebackers" and then "run/pass"?

For offense, it chooses the play type (inside run/outside run/etc) and then loads all your plays with their given weight (what you see when you click on 'view plays' which is a composite of all the weights). The weight of each play determines the likelihood of that play being selected.

For defense it is the same, except its first step is to try to match the personnel of the offense.

Which is why most of my rules are on defense. That is, why match personnel if the circumstances don't warrant doing so. For example, why ever employ a goal line defense against a 2RB 3TE formation on 3rd and long?
