Short answer: you don't.
Long answer: because the primary receiver is randomized for the play, you have to give your TE the highest possible chance to be the primary receiver. For instance, look at the 212 TE Cross, the 122 TE Flat, and the 311 PA TE Flat. All three of those plays have the TE as one of the only routes running short on the play. That gives the TE the maximum chance to be the primary receiver. There are other plays out there, but those three illustrate how to think like the game thinks.
Also, as soon as 0.4.3 is released, this will be completely different.
