Most likely I'll add a block on any account that has been created within a time period rather than on a per-league basis. Is 30 days too long do you think? Too short? This would prevent any user from making trades for 30 days after they create their account, but after that time they would be able to make trades immediately after joining any league.

Seems like a good place to start. You can monitor if the account sits idle for 29 days then comes to life.
