It has to do with the logic that the QB uses to decide the target. Right now, the read progression is set based on the length of the routes vs. the play type, and as the QB goes through his progressions he will throw to a more open receiver in his view if one is available. (Actually, there is a weight given to each receiver in his view with a higher randomness if the QB has a lower experience value). What I think is happening is that the WR's are covered significantly more than the TE's and RB's and so they are getting more of the targets. Also, I think the #1 WR might be running deeper routes in general than the play type calls for, which is lowering them on the read progression in the first place.
Definitely something that's going to require a bit of study on my part to come up with the best solution - whether that's assigning a default read progression for each play, making the read progression AI more intelligent, forcing the #1 WR to be the #1 read more often, giving you more control over the read progression, or something else.
