I agree that something will eventually need to give. Most teams make it too easy to game plan against by only passing or only running out of a particular set. It makes it really easy to call the right blitzes or coverage schemes against those teams -- the caveat being that you have to have a good secondary to make it work regardless.
As far as in game decision making, I also agree that something needs to be done. In the pros, the best teams are those that can make adjustments in game based on their opponent. In order to get close to this, I had to create 40-50 offensive rules. They are a beast to keep track of. I can't mass replace them. I don't have an import spec that allows me to download all of them, make changes, and re-upload them, etc.
Basically, at this point, we need an actual game profile engine that allows us to tell our team what we want to do on down, distance, time to go, and score without having to use the current rule engine. Or we need an import/export spec.
