First, I think you're going to quickly get to a point where you want a system-wide forum. The encapsulation of the forums does not provide for as rich of a user community, IMO.
My desire is to build a sense of community within each league, but I see your point about a sense of community as a whole. I do want to put a global forum in place, just still kind of working out the details in my mind of how that will work. Once some of the more pressing issues are taken care of I'll probably spend some time developing that.
